PVC wallpapers are made from a material called polyvinyl chloride. This is produced from fossil fuels and salt through a process called cracking where the petroleum or natural gas is heated with chlorine, creating ethylene. This is then put through another process that uses chemical energy to create ethylene dichloride, which is turned into vinyl chloride monomer through polymerization (About Vinyl & PVC). This is then blended with additives such as plasticizers, phthalates, stabilizers and pigments to produce the final product.
